The UK’s Competition and Market Authority (CMA) has initiated an investigation into Alphabet’s $2.3 billion investment in the AI startup Anthropic. This decision follows a summer period during which public comments were solicited.
The CMA stated it has gathered “sufficient information” to warrant this initial probe, examining whether Alphabet’s investment could potentially disrupt competition in the UK market, particularly in the rapidly evolving field of artificial intelligence.
The CMA’s merger investigation process consists of two main stages. The first stage is a preliminary assessment that aims to determine if there is enough evidence to justify a more comprehensive investigation. If the CMA deems the initial findings significant, it can advance to a second stage, which involves extensive evidence gathering.
The formal investigation into Alphabet’s investment is set to begin on Friday, with the CMA expected to announce its decision regarding a possible second phase by December 19.
In early 2023, Alphabet reportedly made an initial investment of $300 million in Anthropic, followed by a further $2 billion later that same year.
These types of investments can be seen as “quasi-mergers,” where large technology companies secure substantial control over emerging startups through financial means. Such strategies can raise concerns about market consolidation, prompting regulatory scrutiny to ensure that competition remains healthy in the tech sector.
Interestingly, Amazon has invested even more in Anthropic, committing approximately $4 billion. However, the CMA opted not to investigate Amazon’s investment after assessing it against its existing regulatory guidelines.
The CMA determined that Anthropic’s UK revenue did not surpass £70 million and that the combined market presence of the involved parties did not meet the threshold requiring a deeper inquiry, which contributed to its decision to avoid scrutiny.
This investigation reflects broader concerns regarding competition in the AI industry, where both Alphabet and Anthropic are significant players in developing large language models (LLMs). With Alphabet’s Gemini competing directly with Anthropic’s Claude, the CMA’s actions raise important questions about how large investments influence market dynamics, innovation, and ultimately, consumer choice in a sector that is rapidly growing and transforming various industries.
